Transboundary Hydrocarbon 跨界碳氢化合物 - This paper analyzes the dispute between Mexico and the United States regarding the delimitation of the continental shelf of the “western donut” or “submarine triangle” in the Gulf of Mexico, which led to the signing of the Treaty on the Continental Shelf of 2000 and the Agreement on the Transboundary Hydrocarbon Resources of 2012, which established the rules for the joint exploitation by both countries and contributed to Mexico’s Energetic Reform (Articles 27 and 28 of the Constitution), which allows the participation of private investors in hydrocarbons exploration and extraction activities.
