My primary argument is that historical political economy (HPE) depends on theory for its success. [1] We set out a historical political economy framework to critically assess the assumptions underlying the integrationist agenda, as well as the evidence base to support it. [2] From a historical political economy approach, we add to the corpus of information on pandemics by using the theories of globalizations to discuss pandemics and COVID-19 in particular. For this very reason, we have proposed a historical political science as a method for studying China—an approach that is different from historical sociology. [1] The research approach of historical political science is indispensable, whether it is comparison of state governance models or of world politics. [2] Appertaining to the Chinese political history, historical political science offers not only epistemology and methodology of the subject, but also an ontological element, for observation.
